Successful LMI Management Analysts demonstrate competency in project execution, leadership critical thinking, relationship management, and business growth while upholding the highest standard of ethical behavior.

- Develop continuity plans and procedures in accordance with the HHS Continuity of Operations Program Policy, Federal Continuity Directive 1 and 2 guidelines, and in accordance with other guidance provided by FEMA, DHS, and/or the National Security Council Staff. Examples of these tasks include the following:
- Assist with updates to HHS Continuity Policy, HHS Continuity of Operations Plan, HHS Multi-Year Strategy and Program Management Plan, and ASPR Continuity of Operations plans andrelated documentation
- Assist with creation, scheduling, and facilitation of office calls and workshops with HHSOperating and Staff Divisions needed to gather information to support test, training, and exerciseneeds and related updates to the HHS Continuity Policy, HHS Continuity Framework, and ASPRContinuity of Operations plans
- Support the creation of tools and templates to facilitate HQ and regional continuity planningefforts
- Support delivery of continuity working group meetings, to include maintaining neededdistribution lists and points of contact rosters
- Support operational needs at the HHS continuity facility
- Maintain supporting systems, tools, and directories needed to support HHS and ASPR leadership
HHS Continuity Policy and Planning Development
- Publish a draft policy for review by Operating and Staff Division COOP points of contact (POCs)–within 90 days of each initial tasking meeting.
- Update the document based on discussions with COOP POCs and comments received duringstaffing of the document – within seven (7) days of the meeting or due date of the tasker.
- Continuity Test, Training, and Exercise Documentation
- Develop drafts for review as requested by the COOP Branch Chief, COOP Branch COR, and/orHHS Continuity POCs – various, deadlines set at time of assignment.
- Develop materials, such as exercise plans and participant guides, and support discussions withHHS, ASPR, and other executive leadership on various continuity topics – Ongoing, dates TBDthroughout the period of performance.
HHS Continuity Working Group
- Prepare an agenda and supporting power point briefing for each working group - due four (4)days prior to the scheduled working group.
- Solicit input from designated presenters – between 7-14 days prior to the working group.
- Track parking lot items and compile minutes from each working group meeting – distribute toapplicable person(s) within 7 days following each working group.
HHS Continuity Site and Program Support
- Supporting updates to the COOP Phone Book, or equivalent document, and Emergency ResponseGuidebook (ERG) roster – at least two weeks prior to annual COOP exercise.
- Assisting with COOP site (permanent/changeable) signage.
- Drafting a small-scale, onsite activity to test the ERG Deployment Standard Operating Procedure(SOP) (POCs only deployment/onsite work day) – draft due within 180 days of award or as partof the annual continuity exercise
- Supporting creation of an evaluation plan or operational checklist in support of the OS COOP Site Operations SOP
MINIMUM REQUIREMENTS:

Bachelors degree in public health, emergency management, or other related field.

4-6+ years of experience

Expertise in the use of various computer (hardware and software) and peripheral packages/devices to include Microsoft Office, SharePoint, Adobe Acrobat Professional version, DTS.
- Ability to communicate clearly with a wide variety of stakeholders
- Excellent attention to detail;
- Ability to process actions in a timely manner;
- Excellent professional communication skills, both oral and written;
- Demonstrated proactive approaches to problem-solving with strong decision-making capability;
- Highly resourceful team-player, with the ability to also be extremely effective independently;
- Demonstrated ability to achieve high performance goals and meet deadlines in a fast-paced environment
- Superior time management skills.
