SENIOR POLICY ANALYST
(Temporary Session-Hire)

The Research Division of the Legislative Counsel Bureau (LCB) of the State of Nevada is seeking qualified applicants for the position of Senior Policy Analyst. The LCB is the full-time, central, nonpartisan staff agency that provides professional, technical, and administrative support to the Nevada Legislature. The Research Division provides the Nevada Legislature and its members and committees with research, information, and assistance concerning public policy, including, but not limited to, proposed or possible legislation, and national, state, and local issues of interest to the State of Nevada and its political subdivisions.

Position Description: The Senior Policy Analyst performs both in-depth policy analysis and “quick response” research on a broad variety of subjects at the request of Legislators and legislative committees. Under limited supervision, the Senior Policy Analyst provides primary staff assistance to policy committees of the Legislature both during and between legislative sessions, including working with the committee chair to plan agendas, identify speakers/presenters, coordinate meeting logistics, and present before legislative committees on topics of interest to the committee. The analyst prepares in-depth research papers, reports, policy publications, and recommendations of legislative study committees; conducts statistical analyses; writes speeches and bill testimony; prepares committee materials and legislation summaries; and compiles other written products and research memoranda as required. A significant portion of the analyst’s duties require extremely strong writing skills. The Senior Policy Analyst responds to inquiries concerning Nevada’s government, laws, constituent concerns, counterpart agencies, national associations, public officials in other states, and the federal government. All work is performed on a professional, nonpartisan basis.

Qualifications: Minimum qualifications for the position include excellent research and writing skills plus a master’s degree, law degree, or other advanced degree from an accredited college or university. Two or more years of experience in public policy analysis and research is preferred, but not required.

Knowledge, Skills, and Abilities: The successful candidate must possess exceptional writing and verbal communication skills, including the ability to convey complicated information in easily understandable terms for general audiences. Applicants should have broad knowledge of academic, private, and government research resources and formal research techniques, including the use of basic computer applications to assemble and analyze information quickly and accurately

and to organize and display statistical data. Candidates must demonstrate an ability to work with a broad range of people without personal bias; work under time pressure to produce a significant quantity of work products of superior quality; maintain confidentiality; and accept and adapt to changes in the work environment.

Location: The offices of the LCB are mostly based in Carson City, Nevada, within and adjacent to the Legislative Building. In addition, the LCB maintains offices in the Grant Sawyer State Office Building in Las Vegas. This position is based in Carson City, although some members of the Research staff are located in Las Vegas.

Salary and Benefits: The salary for this position is a pay grade 42, which has an annual salary range of approximately $70,428 to $105,945, based upon the employee/employer paid retirement option. Compensation will depend on qualifications and experience. Employees receive the same benefits available to state employees generally, which includes paid annual leave, paid sick leave, health insurance, and retirement benefits. Working Environment: The position is performed in a typical office environment in a professional setting. A portion of the position’s duties may be performed virtually and remotely, in certain situations and at the discretion of management. Significant overtime is required during legislative sessions and may also be required at other times as necessary to meet the demands of the Research Division.
