The Washington Health Benefit Exchange is a public-private partnership that operates the WAPlanfinder mobile app and Washington Healthplanfinder, the eligibility and enrollment portal used by one in four Washington residents to obtain health and dental coverage. Through Washington Healthplanfinder, individuals and families can compare and enroll in health insurance coverage and gain access to financial help and public programs like Washington Apple Health.

Duties
SUMMARY
The Software Quality Analyst will be responsible for developing test cases, ensuring traceability to User Story acceptance criteria, executing the Test plan, compiling test results, and providing support to other Exchange resources outside the Software Quality team that are assisting testing. Other Testing activities could include End to End, Performance and Smoke testing. This position also requires close collaboration with our partners, vendors and System Integrator.

DUTIES AND RESPONSIBILITIES
  • Actively participate in Agile Scrum ceremonies.
  • Facilitate Scrum Team in definition and creation of Epics, User Stories and acceptance criteria.
  • Work with the Scrum Team to analyze test issues/defects.
  • Develop test case scenarios from User Story acceptance criteria.
  • Identify and communicate data requirements to be configured for test execution.
  • Execute test cases and report test outcomes utilizing Jira.
  • Execute ADA scripts using JAWS
  • Work with those across the business to assist testing efforts.
  • Review SI vendor system and integration test results.
  • Mentor and train newer testers as needed
  • Participate and contribute in test plan meetings.
  • Working Knowledge of SQL and Database
  • Working Knowledge of executing Automation Scripts
  • Collaboration with our external partners, vendors and System Integrator.
  • Other duties as assigned.
Qualifications
Required:
Required:
  • Bachelor’s Degree in information technology, computer science, or related field.
  • Three years’ experience supporting IT system development.
  • Note: Qualifying experience may substitute year for year for education.
  • Experience with SDLC, waterfall and Agile system development.
  • Knowledge of best practices for software testing methodology and techniques.
  • Knowledge of industry standards and best practices for testing software.
  • Experience with JIRA and automated software test tracking tools.
  • Strong analytical and problem-solving skills.
  • Ability to understand complex system functionality.
  • Excellent written, oral and presentation skills and ability to communicate complex concepts.
  • Ability to thrive in a deadline driven, stressful project environment.

Desired:
  • At least two years’ experience working for a Health Insurance Exchange or Health and Human Services system.
  • Hands on experience in Test Automation using tools like Git, Eclipse or any other industry specific technologies
  • At least two years’ experience testing web-based health insurance software, Edifecs file processing software, EDI transaction and integrated eligibility systems.
  • Knowledge in ADA testing using JAWS or any other tools.
  • Certified Scrum master (CSM) certification.

SALARY INFORMATION
The posted salary is the full salary range. The range of consideration for new hires is from $60,890.00 - $76,113.00. Offer will depend on qualifications.

WORKING CONDITIONS
Core business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. Travel requirements will be limited to local travel, however there may be occasions were an employee is required to travel and work irregular hours to attend meetings or trainings. Duties of this position require the use of standard office furniture and equipment (e.g. desk, filing cabinet, computer, printer, telephone, fax machine, copy machine, etc.).

A criminal background screen will be conducted for candidates under final consideration, and if hired, every five years of employment where highly sensitive data is processed or maintained by the position. The result of this background screen must meet the Exchange’s eligibility standards.
