Penn Center for Community Health Workers is on an exciting growth trajectory and we are looking for a strategic, collaborative and versatile individual to serve as Systems Director for CHW Services. This leader will provide the vision and strategic leadership to disseminate the IMPaCT model across the country. As a member of the Center’s leadership team, this individual will also set strategy and direction for the Center’s growth, and ensures achievement of our strategic, operational, and financial goals. This position reports to the Chief Operating Officer.
About the organization: Penn Center for Community Health Workers is a national center of excellence for Community Health Worker (CHW) research, patient care and dissemination. CHWs are trustworthy individuals who support people to effectively address the social needs – hunger, loneliness, and trauma — that often drive poor health and high costs of healthcare.
Our IMPaCT CHW model, featured in Forbes, National Public Radio and the New York Times, is proven to improve primary care access, chronic disease control, and mental health while reducing hospital days by 65%. These outcomes and compelling $2.47-to-1 return on investment have generated demand for expansion across the health ecosystem – from state Medicaid plans to integrated providers and forward-thinking payers. Our program has served more than 15,000 people in Philadelphia, and more than 50 organizations across 20 states are using the model, making it the most widely disseminated CHW program in the country. Key Responsibilities
Client services
- Ensure high-quality delivery of client services – including strategic planning and hiring, training, professional development and programmatic support – to healthcare organizations across the country to build and run effective and sustainable CHW programs
- Maintain high level of client satisfaction and renewal, and lead team to proactively identify growth opportunities with clients in the IMPaCT network
- Set goals for performance and growth. Evaluate operational metrics, including budget-to-actuals for service delivery. Identify system, process, and procedure improvements to optimize productivity and impact
- Deliver executive-level services, including select strategic planning engagements, consulting to state Medicaid agencies on CHW financing and policy, and coaching for CHW program leadership
- Drive innovation on all IMPaCT products and services based on industry expertise, insights from service delivery, and anticipated client needs. Support the development, roll out, and refinement of new products and services
Organizational and team leadership
- Serve as member of organization’s leadership team, setting strategic priorities and managing activities across various teams to achieve organizational goals
- Foster a collaborative, success-oriented, reflective culture across the organization
- Represent the Center with healthcare policymakers and leaders to raise the visibility of the work and shape the growing field of addressing health inequities
Preferred Experience
- 15 years of experience with 5+ years in a leadership role managing people, programs and budgets
- Experience managing projects to budget while maximizing service delivery and profitability
- Track record of successfully recruiting, managing and developing high-performing team members
- Exceptional presentation, interpersonal and communication skills
- Ability to work collaboratively with cross-functional teams to ensure all of the needs of the organization are met
- Highly organized, able to juggle multiple projects with excellent attention to detail
- Ability to thrive in a dynamic organization where flexibility, collaboration and creative thinking are valued
- Passion for social justice and equity
This position is remote hybrid; two days on site and three days remote. Candidates must be able to reliably commute to the Philadelphia location.

Pay: $46,589.92 - $178,175.97 per year
