The Tennessee Department of Human Resources (DOHR) serves as the central human capital management (HCM) agency for the State of Tennessee, the state's largest employer with more than 42,000 employees. DOHR has the authority to direct and supervise all administrative and technical human capital activities for cabinet agencies, boards, and commissions in the executive branch. In addition, the department establishes and maintains statewide human resources policies, guidelines, and rules; leads enterprise recruiting; provides guidance, consultation, and training to state agencies on personnel matters; and directs all professional and leadership development activities for state employees. Additionally, the department provides technical HR services and maintains HR records for the legislative and judicial branches.

How you make a difference in this role:

You will lead the largest team within DOHR to process personnel transactions for the enterprise with measurable effectiveness and efficiency. In addition, you will lead team supervisors to manage operations with a dual focus on innovative customer service and the intentional professional development of each employee.

Job Overview:

As a member of the agency's Senior Leadership team, and with the support and supervision of an Assistant Commissioner, this position collaborates with peers to recommend, develop, and direct the implementation of DOHR policy and goals to achieve key performance metrics.

To achieve the agency's vision for the State to be the best employer in the Southeast, the Administrator is responsible for implementing a culture and defined approach for ongoing professional development of employees at every level. Duties include anticipating staffing needs, succession planning, and budget development.

The Administrator leads the personnel transaction team to deliver high-quality, consistent, and solutions-focused customer service to state agencies. A key responsibility to achieve this outcome is developing, implementing, and maintaining a formal framework for process improvement. The Administrator will actively engage internal and external stakeholders as process planning partners.

Additionally, the Administrator will collaborate with leaders of other agencies to plan special projects and execute initiatives. Projects include recurring and singular events such as complex enterprise-wide pay adjustments.

Key Responsibilities:

  • Plan, direct, supervise, and coordinate work activities of subordinates and staff relating to the entire lifecycle of personnel transactions.
  • Guide subordinate managers regarding technical operations and team leadership.
  • Ensure that processes are innovatively streamlined to maximize efficiency and minimize redundancy.
  • Ensure decision-making is consistent and performed as early in the workstream as possible.
  • Maximize decision quality by ensuring SOPs and process maps are robust, current, and effectively communicated to stakeholders.
  • Ensure operations are designed and performed in compliance with relevant policies, rules, and statutes.
  • Liaise between DOHR, state agencies, and other internal partners to improve operational function and communication.
  • Handle complex questions, interpret & administer policy, and help resolve complex workflow problems using a systems approach. Lead subordinate managers to do the same.
  • Analyze statistical data and reports to identify causes of process ineffectiveness and inefficiency. Partner with subordinates and stakeholders to develop and implement solutions to address.
  • Analyze production data to determine staffing levels and adjust personnel deployment.

Preferred Experience and Education:

  • Proven ability to lead teams to deliver results - tactical/operational/strategic
  • Strong track record of leading teams through change while maintaining engagement and morale
  • Demonstrated effectiveness in helping senior leaders identify and accomplish business objectives
  • Proven effectiveness in analyzing data to plan and make decisions, including coordination of people and allocation of resources
  • Working knowledge of the State's personnel operations
  • Working knowledge of Edison/PeopleSoft workflow
  • PHR, SPHR, SHRM-CP, SHRM-SCP
  • Advanced degree in the related business field
