Technical Proposal Writer

NDI Engineering Company is seeking a Technical Proposal Writer responsible for the preparation, review, revision, and maintenance of proposal materials and documents with highly technical engineering content. The position is part of the Business Development team, supporting senior management and Program Managers in the preparation and delivery of well-crafted proposals for our Department of Defense (DOD)/Navy customers. The successful candidate will be responsible for developing content for Sources Sought, Requests for Information (RFIs), Requests for Proposal ( RFPs), Request for Quotes ( RFQs), marketing presentations, white papers, and other business development products. Candidates must be comfortable taking a lead role in collaborating with senior management, in-house technical experts and other Business Development staff to develop proposals that are compliant with RFP requirements, initiating research into technical areas and presenting the developed information into clear, concise, and compelling content. This position is responsible for working with project teams, stakeholders, and individuals, supporting multiple projects concurrently.

Job Responsibilities

  • Works with the Proposal Coordinator, Proposal Manager/Program Managers, and senior engineers to create compliant, compelling responses for assigned proposal sections and topics; responsible for collating inputs into Draft and Final documents for scheduled proposal reviews.
  • Conducts interviews with senior managers and SMEs to develop outlines, storyboards, final text for all types of proposal volumes, e.g., technical, management, past performance, staffing, resumes, transition, etc.; must have the ability to create original content using interview and research techniques and align content against proposal requirements.
  • Participates in reviews, providing constructive comments and edits to improve the quality of the documentation as well as the quality of the process.
  • Writes/tailors Management, Past Performance, Resumes and Quality Plans for assigned proposal volumes IAW proposal requirements.
  • Ensures compliance and a clear understanding of the requirements are well-articulated and consistent throughout final proposal documents
  • Reviews/edits proposal responses for consistency, compliance, win theme incorporation, and other elements during team review cycles to create the final proposal submission
  • Ensures high quality proposal responses while meeting all deadlines
  • Works with the Proposal Coordinator to ensure alignment all activities of proposal writing with overall proposal schedules.
  • Participates in marketing activities, including whitepapers, proposals, and capability briefs.

Minimum Qualifications

  • Bachelor Degree in English, Journalism, Communications, or related degree and 7-10 years of experience writing proposals, capability briefings, and technical papers with engineering, software (SDLC, Agile project delivery methods, DevOps/DevSecOps delivery environments) , cybersecurity per DOD requirements, and DOD/Navy logistics content.
  • Understanding of SOWs, Section L and Section M requirements in DOD/Navy proposals.
  • Minimum of 5 Years of prior experience in a Proposal and/or Business Development environment.
  • Demonstrated experience supporting proposals, marketing campaigns or other projects with time-sensitive deadlines for delivery of content.
  • Ability to deliver high quality documentation, quickly grasping complex technical concepts and making them easily understandable in text and graphics.
  • Excellent written and oral skills.
  • Strong working knowledge of Microsoft Office products (Word, Excel, PowerPoint), MS Projects, Adobe Professional, Visio, other graphics programs.
