GENERAL PURPOSE
Performs advance manual labor involving equipment associated with the operation of the city's water distribution system.
SUPERVISION RECEIVED
Works under the general supervision of the Water Division Manager

ESSENTIAL DUTIES AND RESPONSIBILITIES
Maintains and repairs water mains, new meter installations, meter testing, completes work orders. Performs field evaluations for new construction meter installation.
Inspects and/or repairs water distribution system at frequent intervals to insure that all aspects of the systems are functioning properly.
Maintains a variety of records relating to inspections, maintenance activity.
Determines the location of gas, telephone, power, television, water lines from the appropriate sources prior to excavation.
Responds to complaints regarding water services; evaluates situation; explains findings to supervisor.
Insures the proper maintenance of equipment and tools by cleaning and checking equipment and tools prior to and following use and makes minor repairs and adjustments as necessary.
Drives trucks of various sizes and weights in the loading, hauling and unloading various water distribution pipe fittings.
Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor; cleans equipment.
Operates light and medium-sized utility construction equipment, such as backhoe/loader, forklift.
Performs all duties in conformance to appropriate safety and security standards.
Performs required labor involved in utility construction and maintenance projects as part of a crew, ditch digging, main and pipe repair, laying and backfilling.
Cuts, fits, lays, repairs, taps, cleans and flushes water mains, pipe, gates and fittings on repair of mains and services and installation of services; assists in shutting off broken sections of water mains.
Assists in the training of lower level employees to increase their skills in the maintenance, utility construction and repair of water distribution system.
Operates a variety of utility construction and maintenance equipment used in the water distribution system.
PERIPHERAL DUTIES
Serves on various employee or other committees as assigned.

DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
(A) Graduation from high school education or GED equivalent; and,
(B) Two (2) years of experience relating to utility construction, maintenance and repair, or
(C) Any equivalent combination of education and experience.
Necessary knowledge, Skills and Abilities:
(A) Working knowledge of equipment, facilities, materials, methods and procedures used in maintenance, utility construction and repair activities;
(B) Skilled in the operation of listed tools and equipment.
(C) Ability to work safely; Ability to communicate effectively verbally and writing; Ability to establish and maintain effective working relationships with employees, other departments and the public; Ability to understand and carry out written and oral instructions; Ability to perform simple mathematics calculations.
SPECIAL REQUIREMENTS
Valid Florida Driver's license and CDL certificate, or the ability to obtain one. Minimum Class "C" license as a water treatment technician as issued by the Florida Water & Pollution Control Association or ability to obtain one within 1 year of employment.
TOOLS AND EQUIPMENT USED
Motor vehicle and equipment, including dump truck, pickup truck, utility truck, man lift, saws, pumps, compressors, generators, common hand and power tools, shovels, wrenches, detection devices, mobile radio, phone, ditch witch.

The employee is frequently exposed to toxic or caustic chemicals.
The noise level in the work environment is usually moderately loud.
