GENERAL DESCRIPTION OF DUTIES:
The purpose of the position is to coordinate the efficient use of manpower and resources in maintenance and repair of the City's wastewater collection gravity and force main systems, storm sewer system, water distribution system, and/or irrigation systems. Employees in this classification coordinate work or crews, assist in training new personnel, and participate in all facets of work performed. Performs related work as required.
EMERGENCY RESPONSE STATEMENT
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
- Coordinates field activities essential to the construction, maintenance and general repair of the City's wastewater collections systems and components, wastewater treatment components, water distribution systems, irrigation system lines, irrigation systems, and computerized irrigation control systems.
- Analyzes and evaluates TV inspection reports and videos to locate repair needs and generate service orders.
- Coordinates efficient manpower and resource allocation according to assigned work orders; schedules work assignments for crews based upon priority level of situation; and organizes materials needed to perform work.
- Verifies accuracy of locations of work orders; coordinates lay out of work sites; orders utility locations as required.
- Monitors and oversees safety and environmental conditions per work site to ensure adherence to prescribed safety standards and department policy and procedures, including traffic control, barricades, and device placement.
- Coordinates large projects with other departments/divisions and outside contractors; arranges for manpower, equipment and parts to complete jobs; assists with and oversees job.
- Performs/coordinates maintenance and repair of department equipment according to area of assignment; monitors equipment for possible problems such as excessive heat or vibration; changes oil, greases equipment, adjusts or replaces packing and seals, and adjusts or replaces belts on a variety of equipment.
- Reviews and inspects work on site for adherence to work orders and safe and proper operating condition and usage of all equipment, machinery, tools, and supplies on work site.
- Performs inventory functions according to area of assignment; monitors inventory of equipment, parts and supplies necessary to efficient department function; performs research to track down hard to find items; obtains quotes; orders items from a variety of vendors; accepts deliveries or arranges for delivery or pickup.
- Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures; reviews and/or prepares various records and reports, service orders, equipment and TV inspection records, and City geography maps.
- Participates with work crews in all facets of construction, maintenance, repair, and restoration work on wastewater collection systems and/or water distribution systems and the irrigation systems.
- Operates a variety large and small equipment, power tools, hand tools, and supplies in order to complete work assignments; operates a jet-vac truck, vacuum truck, and backhoe and track hoe, jackhammers, concrete saws, chain saws, and compactors, shovels, rakes, trowels, manual and skill saws, brooms, pipe cutters and other items as necessary for completion of essential functions.

- Human Interaction: Requires the ability to apply principles of persuasion and/or influence over others in coordinating activities of a project, program, or designated area of responsibility.
- Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate and control the actions of equipment, machinery, tools and/or materials requiring complex and/or rapid adjustments.
- Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.
- Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
- Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
- Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change.
MINIMUM TRAINING AND EXPERIENCE:
- High school diploma or GED
- Current Wastewater Collection or Water Distribution class "A" certification may or may not be required (depending on work location) or the ability to obtain the certification within two years
- Supplemented by up to two (2) years progressively skilled and lead person experience in underground maintenance and repair of water distribution pipes, service lines and irrigation system equipment/operation and/or collection systems, to include TV inspection, lift station management, and storm sewer maintenance; or an equivalent combination of education, training, and experience.
- Possession of a class "B" Commercial Driver's License with tanker and air brakes endorsements may be required, and possession and maintenance of a driving record which meets or exceeds minimum City driving standards.

Physical Ability: Tasks involve the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds).
