Organization:

San Lorenzo Village Homes Association (SLVHA), incorporated in 1945, is a private 501(c)(4) not-for-profit Mutual Benefit Corporation. The SLVHA is a California Common Interest Development consisting of 5,767 individual homes. The major responsibility of the Association and its elected Board of Directors is to enhance property values by enforcing the governing documents including the Covenants, Conditions and Restrictions (CC&R’s) which are the rules and regulations that maintain the aesthetic and architectural standards of the San Lorenzo Village. The SLVHA controls, maintains, and manages the common areas and common area facilities for the benefit of its members.

General Description:

The SLVHA is seeking an Administrator whose primary duties include executive responsibility for the financial management of the Association, the maintenance of SLVHA properties, general administrative duties, CC&R enforcement, the collection of the Association’s annual assessments and professional representation of the viewpoints and interests of the Association and the community at various County, community, and business meetings. This is an exempt position reporting to the elected Board of Directors.

Primary Objectives of Position:

To advise and assist the Board of Directors in the development of Association policies and program, being responsible for their ultimate implementation and administration. The Administrator is responsible to the Board of Directors for the effective operations of the Association and is responsible for the overall management of daily Association activities. Further, the Administrator provides personal leadership to staff and the operations of the SLVHA to assure the use of sound business principles, effective fiscal management and full statutory and contractual compliance with the SLVHA governing documents and the Davis-Stirling Act.

Key Responsibilities:

Administrative:

1. Recruit, train, and supervise staff personnel, maintain a sound and equitable program for evaluation and compensation of personnel and provide adequate legal safeguards in the event of discipline or termination;

2. Maintain an effective system of financial accounting for receipts and disbursements, exercise prudent judgment in investment of funds within Board guidelines, and present an unqualified financial audit to the Board of Directors for each fiscal year;

3. Provide monthly, detailed financial information to the Board of Directors and members;

4. Develop and prepare annual operating budget, presenting proposed subject to the Board of Directors for consideration and approval;

5. Engage and contract with a professional to prepare an annual Reserve Study analyzing SLVHA properties;

6. Prepare monthly Board agendas and all supporting documentation and communications;

7. Attend all Board meetings (regular, work and executive sessions); review minutes for the work and executive sessions.

8. Prepare correspondence, analysis, and policy reports for the Board of Directors;

9. Provide for the billing and collection of the annual Association assessments and administer delinquency procedures as established by law and in the governing documents;

10. Review, monitor and supervise the four (4) lease agreements with private and County leases;

11. Review, monitor, renew and/or obtain bids for the SLVHA liability, Directors and Officers, umbrella and employee benefits which include health, dental, vision, Flexible Spending Account (FSA) and 401K plans;

12. Obtain bids, negotiate contracts and assure compliance with SLVHA funding sources with outside vendors subject to Board review and approval.

Legal:

1. Monitor and stay up-to-date with the Davis-Stirling Act and other legislation affecting homeowner associations;

2. Represent the SLVHA in all legal matters including review and preparation of all documents necessary for CC&R and assessment collection; and any other legal matters;

3. Accompany attorney to all court hearings and mediations/arbitration matters and testify as needed.

Advocacy:

1. Assist the Board of Directors with strategies to advance the SLVHA’s public policy agenda;

2. Serve as the liaison at Board created committees, to legal counsel, to local elected officials and their key staff members;

3. Attend and speak at Alameda County Board of Zoning Adjustments, Planning Commission, and Alameda County Board of Supervisor’s meetings.

4. Attend and participate in community and county organization meetings and events.

Communications:

1. Identify and assist in the resolution of neighbor-to-neighbor disputes and community issues;

2. Speak before community and business organizations;

3. Proof the SLVHA’s bi-monthly newsletter, the Village Briefs, and assist with securing advertisers;

4. Liaison with the media on behalf of the SLVHA, including preparation of press releases alongside the Communications Coordinator;

5. Plan, organize, prepare and publicize SLVHA events throughout the year and invite, facilitate and support elected officials in their duties related to those events.

Maintenance:

1. Develop, obtain, review all bids, and supervise all maintenance work on buildings, grounds, equipment, and other common areas;

2. Supervise the scheduling, operation and maintenance of street sweeper operations;

3. Supervise custodial staff;

4. Assure adequate security operations during events and rental of Association facilities.

Qualifications

Education:

· Bachelor’s degree in business administration, public administration, public policy, or equivalent.

· Five (5) to seven (7) year’s experience in community association management, business or legal administrator or equivalent required. CAI and/or CACM certification(s) a plus.

Qualifications:

The ideal candidate must have strong community association management skills, including comprehensive understanding of code and CC&R enforcement experience, understanding of proper human resource issues and procedures, solid budgeting and financial skills, and be up-to-date on business-related computer skills in a PC environment, particularly database management, word processing, spreadsheets (Word, Excel, ACCESS), and the ability to learn proprietary systems. Knowledge of the Village Management Systems (VMS) software a plus.

Must be highly self-motivated and self-directed with excellent written and verbal communication skills. Demonstrated leadership and ability to effectively work with both top executives and other staff from various organization and agencies. Experience in dealing with providing support to elected officials is helpful. Must be able to communicate issues and perspectives to a diverse group of people and have strong morals character and ethics. Knowledge of local, state and federal policy issues affecting Alameda Count is desirable; familiarity with the Davis-Stirling act is preferred.

Job Type: Full-time

Pay: $80,000.00 - $95,000.00 per year
