JUVENILE PROBATION DEPARTMENT - DEPUTY CHIEF OF JUVENILE FACILITIES Job at County of El Paso, TX
Minimum Education and Experience
Bachelor's Degree from an accredited college or university in the area of the area in Criminal Justice, Public Administration, Business Management, Social Services, or a related field.- Five (5) years progressively increasing responsibility in an administrative and managerial capacity, which includes supervision of staff, preparation of operational budgets and completing written/verbal reports to a Board of Directors. Experience could be in custodial childcare, probation, juvenile court service unit, department of public welfare, juvenile corrections, or institutions within the division of youth services, or related work.
- Master’s degree preferred.
- Must have a telephone and report residence.
- Must have valid driver’s license, a vehicle for transportation and show proof of automobile liability insurance coverage.
- Must secure and maintain certification as a Juvenile Supervision Officer from the Texas Juvenile Justice Department (TJJD).
- Must successfully complete the department’s pre-employment requirements and background investigation.
Skills and Abilities
Knowledge of the juvenile offender, detention, probation and restitution systems; comprehensive knowledge of Title III, Juvenile Justice Code, Texas Family Code and Penal Code.- Knowledge of correctional management strategies, the juvenile correctional and treatment system; Texas Administrative Code; knowledge of budget development and administration; and knowledge of the Prison Rape Elimination Act (PREA).
- Knowledge of the American Correctional Association standards and accreditation process.
- Possess a high degree of management and leadership experience working in correctional settings, procedures, and best practices for non-secure and secure juvenile facilities
- Knowledge of the principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, efficiency methods, and coordination of people and resources.
- Knowledge of kitchen operation standards to include the National School Lunch Program.
- Ability to execute approved policies and state administrative standards regarding facility operations and ability to ensure the health and safety of detained juveniles and juveniles in residential treatment.
- Knowledge of safe handling methods for detained juveniles and juveniles in residential treatment.
- Knowledge of the principles and practices of effective employee supervision and effective customer service; skill in supervising professional, administrative employees, line officers and kitchen personnel

- Oversees the management, scheduling and operations of the 24-hour juvenile pre and post adjudication facilities to ensure compliance with departmental policies and procedures, TJJD standards, PREA compliance and any other federal, state and local statutes.
- Responsible for maintaining program and facility certification, records and ensures all data collection variables are accurately reflected in the departments system of records for statistical reporting and program management purposes.
- Responsible for collaborating with Human Resources on leadership recruitment efforts, performance management and other related matters.
- Administers correctional programs and resources in alignment with departmental and county strategic goals to include collaboration with community agencies.
- Works with the Chief Probation Officer and the Executive Management team to identify, research, and propose departmental policies, practices, programs and services that support the Department’s mission and strategic goals.
- Oversees policy management to ensure compliance with Departmental, Texas Juvenile Justice Department standards, local, state and federal standards as well as maintain working knowledge of statutes and laws impacting juvenile justice practices and services.
- Collaborates with the clinical unit to develop and implement mental health and substance abuse intervention services in accordance with standards and/or licensing requirements to meet the needs of youth and respond to crisis as needed.
- Coordinates, evaluates, researches, and develops comprehensive services and programs that are culturally competent, evidence based and/or promising practices.
- Assesses current practices and utilizes knowledge of traditional and contemporary correctional science principles and juvenile justice theories to develop staff.
- Develop and implement programming aligned with evidence based and/or best practices that integrate juvenile justice theories to create a seamless system of care and services delivery that promotes community protection and client centered services.
- Oversee the evaluation on the systems of internal controls and makes recommendations for improvements.
- Responsible for overseeing the management teams assigned to the Pre and Post Adjudication facilities as well as the kitchen, to include making recommendations for hiring, performance evaluations, corrective and disciplinary actions, terminations and conducting management investigations, as assigned.
- Responsible for creating a professional learning environment and creating opportunities for staff professional development and performance improvement in alignment with correctional management strategies within the scope of juvenile justice practices.
- Responsible for collecting, reviewing and analyzing data/statistical information as a means of assessing operations.
- Directs through subordinate managers and supervisors the ongoing operations of all programs within the facilities.
- Responsible for the development of bid specifications for goods and services as applicable to facility operations in collaboration with other departmental and county teams.
- Responsible for coordinating with legal on the development of contracts for goods and services as applicable.
- Responsible for all contract monitoring functions as assigned.
- Develops, proposes and monitors assigned units’ budget.
- Identifies units training needs and current information regarding best practices in correctional management as it pertains to operating juvenile facilities and makes recommendations regarding new employee orientation training, on the job training and remediation training as necessary.
- Serves as institutions liaison to other agencies and divisions.
- Continually improve, develop, maintain, and implement financial policy/procedures and programs and to ensure legal compliance on service and operational matters.
- Represents the CJPO on committees and community activities as directed.
- Keep abreast of pending legislation that may impact the Juvenile Probation Department.

Performs other duties as assigned.- Maintains a safe and healthy workplace environment by adhering to all safety rules and policies.
Accountability
The Deputy Chief of Juvenile Services is directly accountable to the Chief Juvenile Probation Officer.
Physical Demands
While working in the office, the incumbent will sit for long periods of time in front of a computer terminal using a keyboard and mouse, requiring hand and finger dexterity, the ability to see well enough to read documents and computer screens, lifting or carrying up to 15 pounds.
Work Environment
Office environment. The incumbent may visit as needed the correctional settings, secure and locked environment, to include a kitchen environment. While performing the duties of this job, the employee is occasionally exposed to outside weather conditions. The noise level in the work environment is usually moderate.

Accruals are credited on a biweekly basis and available for use as it is accrued after 6 months of continuous service. Year to year carry-over accruals are limited to twice the employee's annual rate. Part-time employees accrue vacation at half the rate of full-time employees.

RETIREMENT
Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS). Regular employees become a member of TCDRS upon hire. All regular employees are required to contribute 7% to the retirement fund and the County matches 250% upon eligible retirements.
Employees may defer earnings, on a pre-tax basis, into a 457 deferred compensation program. This is an optional program.
LIFE INSURANCE
Full-time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost. Supplemental coverage is available for additional fees.
LONG-TERM DISABILITY
The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days.
SHORT-TERM DISABILITY
The Short-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days.
RETIREE HEALTH INSURANCE
Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board.
EMPLOYEE ASSISTANCE PROGRAM
Employees are enrolled in an Employee Assistance Program that provides a variety of counseling services.
SECTION 125 MEDICAL & DEPENDENT CARE PROGRAM
The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre-tax basis.
