The Park and Recreation Director reports directly to the Town Administrator and is responsible for the Managers in Park and Recreation and all employees.

The town provides a comprehensive benefits package, including 92% contribution of the employee (and family) premiums for health including EAP and Wellness programs, 100% contribution of dental and vision insurance, life insurance, accidental death and dismemberment and Long Term Disability. The hiring range for the position is from $83,184-$129,393 annually, DOQ. The position is salary exempt.

General Definition of Work: Performs difficult professional and administrative work directing the staff and activities of the Parks & Recreation department and related work as apparent or assigned. Work involves setting policies and goals under the direction of the Town Administrator. Departmental supervision is exercised over all personnel within the department.

Essential Functions

  • Oversees the development, management and operations of parks, recreation and services and staff including programs, events, athletics, facility rentals, inspections, and other related services.
  • Prepares and facilitates department budget.
  • Creates, recommends, and implements short and long-term goals for parks and recreation.
  • Prepares grant applications and requests for proposals in the areas of parks and recreation; administers the use of grant funds.
  • Establishes and implements department operative policies and procedures.
  • Oversees coordination of construction and maintenance with other Town departments.
  • Responds to citizen requests and complaints.
  • Maintains affiliation with associations, organizations, and professionals within the industry.
  • Performs other duties or special projects, as assigned.

Knowledge, Skills, and Abilities: Thorough knowledge of phases of parks and recreation and their administration; thorough knowledge of the equipment and techniques necessary to successfully conduct athletic and parks programs; some knowledge of first aid methods and necessary safety precautions to be used in parks and recreation; thorough knowledge of the principles and methods of parks and recreation planning and development; ability to develop and execute a well rounded program of recreation activities; ability to cooperate with and interpret recreational philosophies to authorities, private groups, agencies and the general public; ability to supervise, motivate, develop and direct the work of others; ability to communicate complex ideas effectively, both orally and in writing; ability to prepare and present detailed reports; ability to establish and maintain effective working relationships with associates, elected officials, local businesses, community groups, vendors and the general public.

Education and Experience: Bachelor’s degree parks and recreation administration, or related field and considerable experience in parks and recreation administration, or equivalent field. Certified Parks and Recreation Professional designation preferred.

Physical Requirements: This work requires the occasional exertion of up to 50 pounds of force; work regularly requires walking, sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires standing and repetitive motions and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Special Requirements:

Ability to work nights and weekends for meetings, programs and events, as needed.

Certified Parks and Recreation Professional within one (1) year of hire, if not already certified.

CPR/First Aid/AED certification within one year.

Valid driver’s license in the State of Tennessee.
