Definition
Responsible bookkeeping, accounting and data processing work relating to the collection and maintenance of parking accounts; administrative and supervisory work pertaining to the daily operation of collections in the office; all other related work, as required.

Supervision
Works under the general direction of the Assistant Treasurer/Assistant Collector of Taxes in accordance with established methods and procedures. Works independently, generally setting own daily work plan to achieve defined objectives.

Performs a variety of responsible duties which require considerable attention to detail, accuracy and the exercise of judgment in carrying out operations.

Supervisory Responsibilities
Supervise daily office collections.

Work Environment
Performs work under typical office conditions, with frequent interruptions to respond to requests; the volume of work is subject to cyclic fluctuations which may require backup to cashier stations. Occasionally perform work of Assistant Collector positions for Real Estate, Water and Sewer, and Excise during peak volume or planned absence.

The employee operates standard office equipment and postage/mail equipment.

The employee has ongoing contact with the public, town departments and outside organizations, such as the Registry of Motor Vehicles, Tyler Technologies, Parking Vendors and on-line payment service. Contacts are in person, on the telephone and through written communication.

The employee has access to department-related confidential information, including personnel files and bid documents.

Administrative errors could result in delay or loss of service, and monetary loss.

Essential Duties and Responsibilities
The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

Coordinates with the Police Department the data entry of parking tickets issued; enters parking information; issues up to three notices for each violation; Information Technology Department as needed to send records to the Registry of Motor Vehicles to obtain information and mark and clear records that qualify for non-renewal of license and registration; initiates procedure to obtain information on out-of-state offenders.

Processes payments received; prepares a deposit and completes data entry for payments received; balances records; submits report to the Head Cashier.

Upload ticket file from the Police Department and may be required to manually enter tickets to create the parking ticket receivable record; maintains a cash receipt journal for all parking collection activity; maintains several accounting ledgers for daily, monthly and fiscal year financial activity.

Prepare refunds on credit balance; research all returned mail to locate current address and re-mails; maintains a return mail file; trains staff in parking procedures, policies and practices.

Establishes procedures pertaining to improved collection procedures and operations consistent with the goal of providing high levels of customer service; reviews all written procedures relative to the parking system; makes revisions and updates, as needed.

Schedules hearings for the Parking Clerk; performs necessary research and provides information for all parking ticket appeals and hearings; makes necessary adjustments to the receivable record.

Responsible for monitoring meter coin pickup, and deposit of funds in the town's account; responsible for ordering and maintaining inventory of supplies related to the parking ticket function, including solicitation of bids; maintains a log of receivables and reports to the Treasurer and Assistant Treasurer.

Responds to inquiries from the public, by telephone and in writing.

Trains and assists other staff to complete assignments and perform administrative duties.

Assists the auditors with the annual audit of the parking system.

Assists the Assistant Treasurer with the preparation of parking budget.

Responsible for updating the tax collection software.

Works on special projects assigned by the Town Treasurer.

Performs similar or related work as directed, required, or as situation dictates.

Recommended Minimum Qualifications

Education and Experience
High School diploma; advanced training in bookkeeping or accounting; Associate degree preferred; five years of accounts receivable experience; or an equivalent combination of education and experience.

Knowledge, Ability and Skill

Thorough knowledge of office practices and procedures. Working knowledge of accounting and bookkeeping procedures pertaining to municipal government.

Ability to organize time and accomplish tasks with accuracy and attention to detail. Ability to work effectively under time constraints to meet deadlines. Ability to organize and maintain financial records. Mathematical ability. Ability to communicate effectively verbally and in writing.

Strong organizational skills. Excellent computer skills. Experience working in financial software and use of excel or other spreadsheet software.

Physical Requirements
Minimal physical effort is required to perform duties under typical office conditions. The employee is frequently required to stand, walk, sit, speak, hear, use hands to operate equipment and lift mail and boxes weighing up to 30 pounds. Vision requirements include the ability to read routine and complex documents and use a computer.
