The Planning and Development Specialist provides general planning and zoning information, reviews and processes various permit applications, administers and enforces certain land use regulations, and manages data and information related to planning and zoning activities.
ESSENTIAL JOB FUNCTIONS:
- Reviews various permit applications to assure compliance with zoning requirements such as allowable activities and uses, setbacks, height, building placement, buffers, and parking.
- Administers specialized planning or zoning program areas or ordinances, specifically including new regulations involving Short Term Rental (STR) properties. May also handle certain other land use approvals (e.g., conditional uses, temporary uses). Coordinates with staff in other departments or divisions such as Business Licenses.
- Assists applicants by answering questions, explaining the review and approval process, and providing guidance as needed.
- Ensures that forms, applications, and other submittal documents are complete and accurate.
- Investigates violations of land use regulations and ordinances and handles enforcement actions. Coordinates with other staff in the department and in other departments (e.g., Police Department) to ensure compliance with adopted rules and regulations.
- Provides technical assistance and information about official land use plans, zoning ordinance regulations, and development to the public and other staff.
- Responds to public inquiries received from walk-in, phone and email customers.
- Researches and drafts zoning compliance letters for the Zoning Administrator.
- Develops and maintains automated tracking and storage systems for files, documents and records.
- Researches and compiles reports, maps, charts, and tables related to various permits and processes or other data involving population, land use, and zoning.
- Participates in and supports other departmental efforts.
- Prepares public notices or conducts property owner verifications.
- Attends public meetings, assisting other planning staff as appropriate.
- Bachelor’s degree in planning, urban studies, architecture, public administration or related field;
- Or equivalent combination of education and experience;
- Current SC Driver’s License in good standing.
