Looking for an individual who is passionate about expanding opportunities for community participation through arts, volunteerism, and signature events. Work involves planning, coordinating, programming, and implementing activities and events, contracting for instructors, overseeing part-time and seasonal recreational staff, overseeing equipment and supplies, and preparing program budgets in compliance with rules and regulations of the city


SUPERVISION


Under the general direction of the Recreation Administrator, this position must have the ability to implement a comprehensive recreation program, make proper safety decisions, handle scheduling problems, settle disputes, handle program eligibility questions and problems, negotiate various contracts, and oversee program budgets. Supervision is exercised over part-time and seasonal instructors. Work is reviewed through periodic meetings, review of reports and compliance with policies and procedures of the city.

ESSENTIAL FUNCTIONS OF WORK

Plans, coordinates, supervises, assigns, and implements recreation programs/activities, special events; contracts for instructional services; obtains classroom space in community buildings; develops monthly and seasonal programming; coordinates services offered; oversees contracts with corporate and media sponsors, exhibitors and instructors.

Identifies opportunities for volunteerism throughout the department. Interviews potential volunteers; develops and implements a comprehensive volunteer training program; submits after action reports on all volunteer efforts.

Recommends for hire, evaluates, supervises, and trains seasonal, part time, and volunteer staff; prepares contractual payroll; and manages payroll.

Monitors registration and attendance of classes and programs; assesses feasibility and public interest; cancels classes and programs due to lack of interest; submits periodic reports on programs and activities.

Prepares and proposes annual programming budget; monitors budget; provides ongoing financial, activity, and attendance information and reports to supervisor; prepares purchase orders and requisitions for all events, supplies, and equipment needs; maintains administrative records and reports.

Recommends policies and procedures concerning recreation programming to meet community needs; evaluates and revises programs based on interest and attendance.

Negotiates contracts with individuals and agencies providing program services; monitors contract compliance; documents expenditures and makes estimates; ensures proper delivery of services.

Responsible for Manager of Duty shifts at Westerville Community Center.

Handles complaints and solves programming problems; negotiates with participants.

Serves on various committees, boards; makes presentations and speeches at meetings and other community events.

Performs other related duties as assigned.

MINIMUM REQUIREMENTS OF WORK

Work is primarily performed in an indoor office setting with occasional outdoor activity required. Work includes lifting and carrying office and program materials and supplies up to 50 pounds and moving tables, chairs and movable walls. Work also includes attending meetings and conferences as scheduled. May be required to work beyond normal working hours, weekends and holidays for special events.

Possession of a Bachelor’s degree in recreation, recreation administration, or related field and 2-3 years progressively responsible experience in recreation programming; or any equivalent combination of training and experience which provides the following knowledge, abilities and skills:

Knowledge of modern principles, methods, practices and equipment relating to public recreational programs.

Knowledge of federal, state, and local laws, regulations and standards relating to public recreation.

Knowledge of safety standards and precautions for recreation programs.

Some knowledge of basic principles and practices of supervision.

Some knowledge of City personnel rules, policies, and procedures.

Ability to coordinate, assign, train, supervise, coach, guide and evaluate the work of assigned staff.

Ability to develop and evaluate programs and services that meet basic and recreational needs to the community.

Ability to communicate effectively, both orally and in writing, with other employees, program participants and the general public.

Ability to establish and maintain effective working relationship with other employees, community members, contractors, other agencies and the general public.

Ability to prepare clear and concise written reports and keep accurate records.

Ability to use a computer, applicable software programs and modern office equipment

SPECIAL REQUIREMENTS:

Ability to obtain CPR and First Aid certification.

Possession of a valid Ohio driver’s license.

Employees pay 15% of the monthly medical insurance premium though United Healthcare which includes prescription coverage. Employee, Employee plus child(ren), Employee plus spouse and family coverage is available. However, a spouse who has affordable health care coverage through their employer must elect that coverage as primary. The City health care plan is a high deductible healthcare plan.

HEALTH SAVINGS ACCOUNT
Annually, the City will deposit 85% of your health insurance deductible amount into an HSA account in your name.

VISION AND DENTAL
The City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire.

LIFE INSURANCE
The City pays 100% of the premium on a $100,000 life insurance policy for employee and $10,000 for spouse and $5,000 for child.

RETIREMENT PENSION
The City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary.

VACATION
New employees accrue two weeks of paid vacation every year. Vacation time increases with length of service time.

PERSONAL LEAVE
Employees receive 6 prorated days of personal leave annually.
